Joseph Seebode, Deputy Commissioner

Joseph Seebode

Joseph Seebode serves as DEP Deputy Commissioner, supporting Acting Commissioner Ed Potosnak in the Department’s efforts to address New Jersey’s environmental needs.

Joe previously served as the Deputy District Engineer for the New York District of the U.S. Army Corps of Engineers (USACE), dedicating more than 35 years to advancing coastal resilience, environmental restoration and sustainable water management. During his USACE career, he helped to guide post-Hurricane Sandy recovery efforts and other major projects, such as the deepening of the Port of New York and New Jersey. He retired in October 2025.

He is experienced in engineering program management, water resource engineering, military and interagency construction planning and execution, environmental restoration and remediation, solid waste management, natural resource protection, watershed planning, emergency preparedness and response, and federal and state regulatory programs.

Joe served as a DEP Assistant Commissioner from 2004 to 2006, with responsibilities including cleanup of contaminated sites, managing New Jersey’s brownfields reuse program, leading emergency response to discharges of hazardous substances and wastes, managing solid and hazardous waste permitting and planning, and overseeing recycling efforts.

Earlier in his career, he managed the USACE Regulatory Program in the New York District and served as the official Corps liaison to New York City after 9/11, providing technical guidance and expertise during emergency response and recovery activities. Joe also was on the USACE Leadership Team that led immediate response actions following Hurricane Sandy.

He is the recipient of numerous awards, including the U.S. Army Corps of Engineers Civilian of the Year Award, a Presidential Certificate of Merit for lifesaving while on official duty and the State of New Jersey's highest Heroism Award. Most recently, as part of the 2025 New Jersey Governor’s Environmental Excellence Awards, Joe received the Richard J. Sullivan Award, which recognized his lifelong stewardship of waterways and his dedication to making the region safer, more resilient and environmentally sound.

Joe is a graduate of Manhattan College, where he earned bachelor’s and master’s degrees.

Raised in New Jersey, he currently is a resident of Union County. Joe grew up in a family that loved the outdoors – fishing, clamming, diving and hiking – and, for more than 25 years, he has coordinated river cleanups in his community. He is proud to practice what his parents, teachers and mentors instilled: Be a good steward of what you have before you and always seek to leave it better than the way you found it.
