Public Notice
Take notice that the NJ Department of Environmental Protection
is proposing amendments to N.J.A.C. 7:28-1.4, 2.1, 2.2, 3.2,
3.5, 3.8, 3.10, 3.13, 4.1, 4.2, 4.3, 4.4, 4.5, 4.6, 4.7, 4.8,
4.9, 4.11, 4.12, 4.14, 4.15, 4.16, 4.18, 4.19, 6.2, 6.5, 6.6,
7.1, 9.4, 10.9, 11.2, 11.3, 11.7, 13.1 and 13.2. The proposed
amendments to N.J.A.C. 7:28 will update the rules to reflect
current scientific knowledge and standards and to address certain
licensing issues. The amendments will modify definitions; licensing
requirements for those involved with radioactive materials;
radiation levels in and outside of controlled areas; labeling
and posting quantities of radioactive material; provisions related
to disposal of radioactive material; provisions related to theft
or loss of radioactive material; and increase fees for radioactive
materials licensees and registrants. The four major changes
are 1) reduction in the allowed public dose limit from 500 millirem
per year (mrem/y) to 100 mrem/y, 2) revision of discharge limits
to the environment and sanitary sewers, 3) revision of licensing
exemptions, specifically lowering the exemption limit for technologically
enhanced naturally occurring radioactive materials (TENORM),
and 4) an increase in fees charged to State licensees and Radioactive
Materials Registrants.
