Princeton will compensate for the past diversion with replacement parkland elsewhere within the municipality.

Description of Proposed Diversion/Disposal:
The New Jersey Department of Environmental Protection has received an application from the Township of Hanover requesting approval to modify a trail easement it holds as part of the Patriot’s Path. Realignment and modification of the trail easement is needed as part of the development of the Hanover Towne Center project under a redevelopment plan approved by the Township. The proposed relocation is classified as a minor disposal of Green Acres encumbered parkland
As compensation for the proposed minor disposal of parkland, the Township and the developer have agreed to relocate and expand the Patriot’s Path public access and conservation easement within the same redevelopment site. The current easement covers 0.84 acre of land. The new easement will restrict 1.04 acres of land, and will include a pocket park. In addition, the new easement location will enable a safe pedestrian crossing from the Path across Route 10 at a signalized intersection.
A public hearing on the proposed disposal application, and the associated conservation restriction release, will be conducted as set forth below. Proposed Action: The City of Hoboken has contacted the New Jersey Department of Environmental Protection proposing the permanent underground diversion of approximately 0.426 acres of parkland in the City of Hoboken’s 1600 Park (Block 256, Lot 1.01 in the City of Hoboken; Block 11, Lots 1 and 2 in the Township of Weehawken) and approximately 2.986 acres of parkland in the City of Hoboken’s Harborside Park (also referred to as Cove Park located on Block 265, Lot 1; Block 267, Lot 1; Block 269.04, Lot 1) for permanent subsurface easements totaling approximately 3.412 acres for the Hudson Tunnel Project. Proposed Action:
The City of Cape May is considering disposing of 0.14 +/- acre of parkland, which is located along St. John Street, near the intersection of St. John Street and Lafayette Street, and identified as Block 1061, Lots 44 and 47 of the Official Tax Maps of the City of Cape May in connection with the proposed relocation of the City’s police station and development of a new police station facility on site. The existing parkland is located within a designated Overburdened Community and in accordance with Executive Order 23, the Department will be taking Environmental Justice issues into consideration when evaluating the proposed disposal application to the extent not inconsistent with law.
As compensation for the proposed disposal, the City proposes to dedicate as parkland approximately 4.86 +/- acres of City-owned land, commonly known as the Sewell Tract, and identified as Block 1163, Lot 7; Block 1164, Lot 6; Block 1165, Lots 1 and 6; and, Block 1167, Lot 2; Block 1168, Lot 2 on the Official Tax Maps of the City of Cape May and commonly referred to as the Sewell Tract. The proposed replacement land is subject to determination of eligibility as replacement land by the Green Acres Program, pursuant to N.J.A.C. 7:36-26.10(d)2.
