Governor Murphy Announces Comprehensive Set of Initiatives to Combat Climate Change and Power the “Next New Jersey”

In an address on February 15, 2023 at Rutgers University, Governor Phil Murphy announced a series of new and accelerated targets and commitments to build upon the Administration’s nation-leading climate action record. The Administration will bolster its robust climate adaptation and mitigation efforts through an accelerated target of 100% clean energy by 2035, ambitious goal-setting for electrification of the state’s building sector, and collaborative planning for the future of the State’s natural gas utilities, through three Executive Orders signed by the Governor this morning. Additionally, the State will offer new grant funding for heavy-duty electric vehicles (EVs), initiate the process to adopt Advanced Clean Cars II in New Jersey and ensure 100 percent of new cars sold in 2035 are zero-emission vehicles, and enact rules to enhance flood protection in riverine and coastal areas.

Community DCFC Awardees announced

Community DCFC Awardees announced

New Jersey’s Electric Vehicle Law, signed in 2020, establishes a goal of having at least 1,000 community charging locations in a town center, commercial area, retail center or near concentrations of multi-unit dwellings by 2025. The latest competitive solicitation issued by the DEP this spring yielded an unprecedented 214 applications for fast-charging stations throughout the state. The 62 dual port fast-chargers will be installed at 31 locations – two per site — including town centers and commercial areas. Of the 31 locations chosen for the fast-chargers, 16 applicants were government entities and 15 were private entities. Locations that were not selected for this round of funding will be considered as part of the State’s National Electric Vehicle Infrastructure Deployment Plan. To date, the DEP has awarded just over $6 million for 1,126 chargers that have 1,938 plugs at 212 locations statewide.

New Jersey makes $7 million investment in RGGI funds for electric buses and trucks

New Jersey makes $7 million investment in RGGI funds for electric buses and trucks

Leveraging proceeds from New Jersey’s participation in the Regional Greenhouse Gas Initiative (RGGI), Governor Murphy has announced an additional $10.8 million investment to further protect residents, the environment and the economy from the worsening impacts of climate change. The latest round of proceeds will be used to increase the number of electric trucks and buses that traverse communities overburdened by air pollution and expand the number of community fast charging locations, Commissioner of Environmental Protection Shawn M. LaTourette said.
The total investment of $10.8 million includes $6.9 million from RGGI quarterly auction proceeds for medium- and heavy-duty electric vehicles including school buses, garbage trucks, transit and shuttle buses, and $3.9 million for 62 fast-charging stations. The $3.9 million comes from New Jersey’s share of the nationwide Volkswagen Settlement.

Governor Murphy signs legislation requiring establishment of electric school bus program

Up to $45 million over three years will fund the purchase of electric school buses and charging infrastructure across the state.
Governor Phil Murphy signed a bill (A1282) on August 4, 2022 requiring the New Jersey Department of Environmental Protection (DEP) to implement a three-year “Electric School Bus Program” to provide funding for the purchase of electric school buses and charging infrastructure across the state and to assess a variety of operational issues related to school bus electrification.
